CONSTITUTION

ARTICLES of INCORPORATION

PREAMBLE

“We, the Veterans of the Naval Construction forces and the Civil Engineer Corps of the United States Navy who have honorably served our country during time of war and peace, recognizing that the service to God and Country is the foundation on which our Nation was founded, do hereby rededicate ourselves to that service and further pledge our lives and actions to preserve the fundamental ideals of American government, which we believe are justice, freedom and equality for all.”

ARTICLE 1
NAME
C-1.01
This Organization shall be known as the NAVY SEABEE VETERANS OF AMERICA INC., DEPARTMENT OF FLORIDA and is hereinafter referred to as NSVA DOFL. The parent organization, NAVY SEABEE VETERANS OF AMERICA, INC., is herein after referred to as NSVA.


ARTICLE II
POLICY
C-2.01
NSVA DOFL shall be a non-profit, non-commercial, non-sectarian and non-political organization.

C-2.02
The general policies of the NSVA DOFL, which shall govern the organization, shall be established by the membership, where not in direct conflict with, or forbidden by, the Articles of Incorporation, the Constitution, the By-laws, and/or the Standing Rules of the NavySVA, the NSVA DOFL shall have authority and power. The NavySVA Articles of Incorporation, Constitution, By-laws, Standing Rules and the NSVA DOFL Constitution, By¬laws and Standing Rules, shall, in that order, govern all actions and activities of the NSVA DOFL.

  ARTICLE III
PURPOSE AND OBJECTIVES

PURPOSE
C-3.01

The NSVA DOFL shall be organized for the purpose of rededicating ourselves in, and further pledge, recognizing that the service to God and Country is the foundation on which our Nation was founded. We believe in the ideals of Justice, Freedom and Equality for all, and the Organization shall follow the Constitution, By-laws, and Standing Rules of the NSVA.


C-3.02 OBJECTIVES

The objectives of the NSVA DOFL shall be:

1.To preserve and encourage interest in support of National Defense.

2.To maintain for our country an adequate Military posture.

3.To promote within our nation increased love of country, patriotism, and respect for the Nations Flag.

4.To foster and strengthen comradeship and camaraderie among members of the various Islands.

5.To stimulate and inspire interest in fraternal patriotic, historical and educational activities of the Navy Seabees.

6.To perform such charitable work as may be deemed appropriate with funds available.

7.To assist comrades, their widows and orphans in their time of distress.

8.To promote and instill interest and respect for professions, trades, crafts, and occupations of our members.

9.To assist in the rehabilitation and welfare of the Veterans who have served in the military forces of the United States.

10.To advocate the enlightenment and education of all our American citizens to the principles and values of democracy and Americanism.

11.To operate as a corporation not for profit.

ARTICLE IV 
MEMBERSHIP
C-4.01
The membership of this organization shall be open to all Seabees, Seabee Islands, Seabee Battalions, Islands at Large and all Islands in the State of Florida chartered by the NSVA. The organized groups of members shall hereinafter be referred to as Islands.
ARTICLE V
OFFICERS AND DIRECTORS
C-5.01THE ELECTED OFFICERS
The elected officers of NSVA DOFL shall be the Commander, Executive Vice-Commander, Secretary and Treasurer, who are elected for a one-year term. A NSVA DOFL National Committeeperson shall be elected for a two (2) year term. The elections shall be at a NSVA DOFL General Membership meeting (DoFL. Convention).
The term of office of the NSVA DoFL. Commander, however, shall not exceed two (2) successive one (1) year terms. Having once succeeded himself/herself, in the same office, a member shall be ineligible for election to the same office for a period of three (3) years.  
C-5.02THE EXECUTIVE COMMITTEE
The Executive Committee shall be composed of the Elected Officers, Island Commanders, District Vice- Commanders and past Commanders and the National Committeeperson of the NSVA DOFL. The District Vice-Commanders shall be elected by the Islands within the District they represent. The duties and terms of office shall be as provided in the By-laws of the NSVA DOFL.
C-5.03THE BOARD OF DIRECTORS
The Board of Directors shall consist of the five most recent past Commanders of the NSVA DOFL. The Director, who most recently served as Commander that is present, shall be the Chairperson. 
ARTICLE VI 
COMMITTEES
C-6.01
The Committees of the NSVA DOFL, shall consist of Standing Committees as listed in the Standing Rule SR- 10 and such Ad Hoc Committees as deemed necessary by the NSVA DOFL Commander.

ARTICLE VII
MEETINGS
C-7.01GENERAL MEMBERSHIP MEETINGS
There shall be one (1) General Membership meeting (DoFL Convention) held every year in April, if possible, for all the Islands of the NSVA DOFL.
C-7.02EXECUTIVE COMMITTEE MEETINGS
There shall be at least one (1) meeting per year of the Executive Committee (Mid-Year meeting) held in October, if possible. The NSVA DOFL Commander may call additional meetings as deemed necessary.
C-7.03SPECIAL MEETINGS
When deemed necessary by the Commander, or upon written request of two or more Islands, a “Special Meeting” of the NSVA DOFL shall be called. Notice of the meeting must state the time, place, and purpose of the meeting.

ARTICLE VIII
AMENDMENTS
C-8.01
Amendments and changes to the Constitution may be made at any regular General Membership meeting, provided a notice of the Meeting and the purposed changes are sent to the Secretary of each Island, as well as all members of the Executive Committee forty-five (45) days prior to such meeting.
C-8.02
Any amendment or change affecting the composition of this Constitution shall be effective only if adopted by a two-thirds vote of the elected delegates and members of the Executive Committee present at the meeting (DoFL Convention).

ARTICLE IX 
DISSOLUTION
C-9.01
NSVA DOFL may be dissolved by a referendum which produces a two-thirds affirmative vote of the Department of Florida (DOFL). The method of dividing the assets shall be as provided in the NSVA By-laws Article X, Financial, section 8.

SECTION 8
If and when the National Headquarters of the Navy Seabee Veterans of America, Inc. ceases as a functioning body, all funds, including Life Membership, private and general of said Organization shall, after all financial obligations have been met, shall be delivered and donated to the Seabee Memorial Scholarship Association fund.

ARTICLE 1 
MEMBERSHIP
B-1.01
The Navy Seabee Veterans of America, Inc. and the Department of Florida are hereinafter referred to as NSVA DOFL. 

B-1.02
For qualifications for membership in NSVA DOFL refer to Article IV, paragraph C-4.01 of the Constitution of the NSVA DOFL.

C-4.01
The membership of this organization shall be open to all Seabees, Seabee Islands, Seabee Battalions, Islands at Large and all Islands in the State of Florida chartered by the NSVA. The organized groups of members shall hereinafter be referred to as Islands.


B-1.03
Widows or widowers of an individual member of an Island of NSVA DOFL shall, upon request to that Island, be entitled to an Associate Membership. A member who has an Associate Membership shall not be assessed dues, but they may attend meetings, have a voice but may not vote. 


ARTICLE II

ANNUAL DUES
B-2.01
The revenues of the NSVA DOFL shall be derived from Annual Membership dues and/or such other sources as the membership may approve.

B-2.02
All money due the NSVA DOFL shall be received by the NSVA DOFL Secretary, who shall provide a receipt for them and forward them to the NSVA DOFL Treasurer for deposit. The Secretary shall maintain a complete record of all moneys received and transmitted. 
In addition, all financial records must be forwarded by the Secretary to the Chairperson of the Audit Committee. Dues for membership shall be collected by the Island Secretary and records kept on who has paid their dues. 
The annual dues as well as Life Member dues shall be remitted to the NSVA DOFL Secretary.

B-2.03
Of the total interest earned from the Life Membership fund, 60% will be paid out to the National Treasury, 30% will be distributed to the Islands and 10% will be distributed to each Department.


B-2.04
All transactions of NSVA DOFL funds shall be justified in an annual written report by the NSVA DOFL Treasurer to the Convention meeting, (DoFL Convention), as certified by the Audit Committee.

ARTICLE III
MEETINGS
B-3.01
The General Membership meeting (DoFL. Convention) of the NSVA DOFL shall be held every year at a time and place as determined by the Time and Place Committee and approved by the NSVA DOFL Commander.

B-3.02
A notice of “Special Meetings” shall be provided to each Island at least forty-five (45) days prior to the meeting.

B-3.03
The General Membership meeting (DoFL. Convention) shall be hosted by one or more active Islands of the NSVA DOFL assigned by the Department Commander. Due notice of the meetings and the order of business shall be provided to each Island at least forty-five (45) days in advance of such meeting, together with any changes contemplated as part of said meeting by the Host Island.

Article VII, C-7.03SPECIAL MEETINGS (NSVA DoFL.)
When deemed necessary by the Commander, or upon written request of two or more Islands, a “Special Meeting” of the NSVA DOFL shall be called. Notice of the meeting must state the time, place, and purpose of the meeting.

B-3.05
The order of business for the General Membership meetings of the NSVA DOFL shall be in general accord with the Agenda found in Standing Rule SR-5 .07.

The following Agenda shall be followed for the General Meeting:
1.The Host Island Commander calls the meeting to order.
2.The Host Island Commander may give a short speech of welcome and make any necessary announcements.
3.The Host Island Commander introduces the NSVA DOFL Commander.
4.The NSVA DOFL Commander asks the Master at Arms to secure the door and orders the Posting of the Colors.
5.The NSVA DOFL Chaplain offers the opening prayer.
6.The NSVA DOFL Commander orders the Pledge of Allegiance.
7.The NSVA DOFL Commander has the Preamble read.
8.The NSVA DOFL Commander requests permission to tape-record the meeting.
9.The NSVA DOFL Commander introduces NSVA Officers and guests.
10.The NSVA DOFL Parliamentarian reviews the “Rules of Order.”
11.The NSVA DOFL Secretary calls for the Credentials Committee Report.
12.The Credential Committee Chairman gives his report.
13.The NSVA DOFL Commander calls for the NSVA DOFL Secretary to read the Roll Call of Officers and Delegates.
14.The NSVA DOFL Secretary calls the roll of Officers and Delegates.
15.The NSVA DOFL Commander announces if a quorum is or is not present and announces that all matters brought before this body can be acted on. (Read By-law B-5 .01 if a numerical quorum is not present).
16.The NSVA DOFL Commander asks the NSVA DOFL Secretary to read the Minutes of the last meeting or ask to dispense with the reading and accept the Minutes as printed.
17.The NSVA DOFL Commander gives his/her report.
18.The NSVA DOFL Commander calls for the Officer’s reports in order:
a. NSVA DOFL Secretary, b. NSVA DOFL Treasurer, c. NSVA DOFL Vice-Commander, d. NSVA DOFL District Vice-Commanders
e. NSVA DOFL Island Commanders, f.NSVA DOFL National Committeeperson, g. NSVA DOFL Chaplain
19. The NSVA DOFL Commander calls for Standing Committee Reports:
a. Auditing Committee, b. Budget Committee, c. Membership Committee, d. Time & Place Committee, e. Constitution, By-laws and Standing Rules Committee, f. Resolutions Committee 
20. The NSVA DOFL Commander calls for any Unfinished Business.
21. The NSVA DOFL Commander calls for any New Business.
22. The NSVA DOFL Commander calls for the Good of the Order.
23. The NSVA DOFL Commander calls for the Nominations Committee report.
24. The NSVA DOFL Commander calls for the election of officers in order. (The Nominating Committee Chairperson holds the elections)
a. Executive Vice Commander, b. Department Secretary, c. Department Treasurer, d. National Committeeperson (if applicable)
e. NSVA DOFL, Commander
25. The NSVA DOFL Commander gives the results of the election.
26. The NSVA DOFL Commander gives the time and place for the installation of officers.
27. The NSVA DOFL Commander gives the time and place for the Award presentations.
28. A motion to adjourn is in order.
29. The NSVA DOFL Commander declares the meeting adjourned.
30. The NSVA DOFL Commander asks everyone to stand for the closing Prayer and the Flag salute.

ARTICLE IV 
VOTING RIGHTS
B-4.01
At the General Membership meetings ( DoFL. Convention) and at all “Special Meetings”, each Island will be entitled to three (3) Delegates votes, and all NSVA DOFL Executive Committee Members shall be entitled to one (1) vote each. The NSVA DOFL Commander shall vote only to break a tie. The Secretary of each Island shall, not less than Fifteen (15) days prior to the General Membership meeting ( DoFL. Convention) and/or any “Special Meetings”, shall forward to the NSVA DOFL Secretary, a list of delegates and their alternates, who will represent the Island at the meetings, together with the required paid Delegate Fees. Only Delegates that paid their fees may vote. Alternates only vote in absents of Delegate or Delegates from their Island.
B-4.02
Any member of an Island, not a Delegate, shall be entitled to a voice from the floor and no such member shall be denied the floor other than violation of the parliamentary procedures. Only Delegates who have registered and paid their Delegate fees and have been audited by the Credentials Committee, are entitled to vote and make motions, second motions, and vote on all motions and amendments thereto.
B-4.03
At Executive Committee meetings (Mid-year) each member of the Committee shall have one (1) vote. The NSVA DOFL Commander shall only vote to break a tie.
ARTICLE V
QUORUMS
B-5.01
At all General Meetings (DoFL. Conventions) and at “Special Meetings”, fifty 50% of the Islands shall constitute a quorum. 
Once established, the quorum shall continue in affect throughout the meeting.
When the 50% requirement cannot be met, the officers and registered Delegates attending the meeting shall decide on the quorum requirements for that particular meeting.

B-5.02

.The site of the mid-year Department of Florida Executive Committee meeting shall be determined by action of the post-convention Department Executive Committee meeting subsequent to consideration of meeting site bids submitted from affiliate units and/or member groups desiring to serve as meeting host and coordinator.



  ARTICLE VI

SUSPENSION or EXPULSION

B-6.01
The Board of Directors of the NSVA DOFL shall have the power to expel or suspend any Island and/or member of any Island for neglecting or refusing to comply with the Constitution, By-laws, and Standing Rules, or any other rules and regulations of this organization and/or of the NSVA, Inc.

B-6.02
No Island or member of an Island may be suspended or expelled by the Board of Directors without an opportunity to appear before the Board of Directors.

B-6.03
Any Island or member of an Island, who has been expelled or suspended by the Board of Directors, has the right to appeal to the NSVA DOFL Executive Committee, or the NSVA Inc. Executive Committee. The decision of either Executive Committees shall be final.

ARTICLE VII

EXECUTIVE COMMITTEE

B-7.01
The Executive Committee is comprised of all of the elected and appointed Officers of the DoFL.
All business transactions for the NSVA DOFL., shall be conducted by the Executive Committee when General Meetings, (Department Conventions) or “Special Meetings” are not in session. See Constitution, Article VII

C-7.01 There shall be one (1) General Membership meeting (DoFL Convention) held every year in April, if possible, for all the Islands of the NSVA DOFL.

C-7.02 EXECUTIVE COMMITTEE MEETINGS
  There shall be at least one (1) meeting per year of the Executive Committee (Mid-Year meeting) held in October, if possible. The NSVA DOFL Commander may call additional meetings as deemed necessary.

B-7.02
If a vacancy occurs in the NSVA DOFL Executive Committee or the Department's National Executive Committee Person, such vacancy may be filled for the balance of the term by the NSVA DOFL Commander, subject to the approval of the NSVA DOFL Executive Committee.

B-7.03
The election of officers shall be by ballot, a voice vote or a show of hands, as the majority in attendance may decide. A majority vote shall be required to elect the Executive Committee members.

ARTICLE VIII

ELECTIONS, 

TERMS OF OFFICE,

DUTIES OF OFFICERS & EXECUTIVE COMMITTEE


B-8.01ELECTION OF OFFICERS

The elected officers shall be elected by a majority vote of all those persons entitled to vote, who are present and voting at the General Membership Meeting. (DoFL. Convention). The voting may be by ballot, a voice vote or a show of hands as majority in attendance may decide. If the voting is by ballot, the count of the ballots shall not be announced unless a motion is made and passed affirmatively to announce the count. The District Vice- Commanders shall be chosen as set forth in Standing Rule SR-2.02.
 SR-2.02
Each District shall be represented by a District Vice-Commander who shall be chosen by the Islands he/she represents. He/she shall report to the NSVA DOFL Vice-Commander. The duties shall coincide with the terms of office of the elected officers of the NSVA DOFL.


B-8.02TERMS OF OFFICE

The term of office for the Commander, Executive Vice-Commander, Secretary, Treasurer and District Vice Commanders shall be one year, beginning at the adjournment of the General Meeting and continuing to the adjournment of the following General Meeting. All Island Members in good standing shall be eligible for election, or re-election, to any Department or Island position. The Department National Executive Committee person shall serve a term of office as set forth in NSVA Inc. By-laws, Article VIII, Section 2.
 ARTICLE VIII NATIONAL EXECUTIVE COMMITTEE
SECTION 2
The National Executive Committeepersons (Departmental) so elected shall hold office for two (2) years, their term of office commencing immediately upon adjournment of the National Convention and ending at the adjournment of the second next succeeding annual Convention, or until their successors are elected.


B-8.03DUTIES OF THE COMMANDER

It shall be the duty of the NSVA DOFL Commander shall be:
 To preside at all meetings of the Executive Committee (Mid-Year), General Meetings (DoFL. Convention) and any “Special Meetings” to preserve order and to confirm that the respective duties of all officers and committees that have been appointed by the Commander have been carried out.
 To appoint and outline the duties of the Chaplain, Master at Arms and any other appointed officers authorized by the members of the Executive Committee. 
The NSVA DOFL Commander must also help the NSVA DOFL Secretary in finalizing the agenda for all meetings.


B-8.04DUTIES OF THE EXECUTIVE VICE-COMMANDER

The NSVA DOFL Executive Vice-Commander shall assist the NSVA DOFL Commander in the performance of his or her duties and shall exercise all the duties of the Commander in his or her absence.

B-8.05DUTIES OF THE DISTRICT VICE-COMMANDERS

The District Vice- Commanders shall assist the Island Commanders in their programs and activities if needed, and keep the Commanders informed of what is new with the NSVA DOFL and NSVA, Inc. In addition perform such additional duties as delegated by the NSVA DOFL Executive Vice-Commander.

B-8.06DUTIES OF THE SECRETARY

In addition to the duties listed in Article II, Section B-2.02 of the NSVA DOFL By-laws, the NSVA DOFL Secretary shall inform all Islands of relevant Convention notices at least forty-five (45) days in advance of the meetings. 
B-2.02

In addition, all financial records must be forwarded by the Secretary to the Chairperson of the Audit Committee. Dues for membership shall be collected by the Island Secretary and records kept on who has paid their dues. 
The annual dues as well as Life Member dues shall be remitted to the NSVA DOFL Secretary.

The NSVA DOFL Secretary shall keep Minutes of all meetings and proceedings and send to the Island Secretaries and Executive Committee, copies of these Minutes, VIA USPS mail or e-mail and, in addition, the Secretary shall maintain records of all Department business past and present and any such material as specified in the “Secretary Guide Lines” which will be available on request. 

The NSVA DOFL Secretary and each Island Secretary or Treasurer shall file the required e-Postcard form 990-N (this is the same thing as filing a tax return) by the 15th day of the 5th month after the close of the NSVA DOFL tax year, which is June 30th of each year. This standard is according to the IRS e-Postcard filing guidelines and yearly documentation from the NSVA Secretary.

The NSVA DOFL Secretary and each Island Secretary or Treasurer is encourage to file an Application for Consumer’s Certificate of Exemption (Form DR-5) with the Florida of Revenue in order to obtain state sales tax exemption, thereby saving both the NSVA DOFL and individual Islands. 
These certificates are usually issued for a period of 5 years at which time a refiling is encouraged.


DUTIES OF THE TREASURER

B 8.07
The NSVA DOFL Treasurer shall:
1. Record and give receipts to the NSVA DOFL Secretary for all dues and payments received.
2. Pay all properly authorized bills and warrants against the NSVA DOFL. Properly authorized bills are funds authorized by the Executive Committee or Commander as per By-laws, Article X. 
3. Require two (2) of the three (3) authorized signatures for withdrawal or disbursement of funds. The authorized signatures are those of the NSVA DOFL Commander, NSVA DOFL Secretary and NSVA DOFL Treasurer. 
4. Report in writing the state of the finances of the NSVA DOFL at the General Membership Meeting and / or when required by the NSVA DOFL Executive Committee and in addition, assist the Budget Committee.
5. Re-file, at the proper time, the Corporation Annual Report with the Florida Secretary of State, and pay the required fee.
6. File (by the appropriate due time) the corporation’s annual report and the required fee with the Florida Secretary of State.

B-8.08 DUTIES OF THE DEPARTMENT NATIONAL EXECUTIVE COMMITTEEPERSON

The NSVA DOFL National Executive Committeeperson shall represent the NSVA DOFL on the NSVA Executive Committee and on all matters brought before the Committee, including any proposed Resolutions requiring action for the Good of the Order of the NSVA DOFL, and shall report to the General Membership meeting (DoFL. Convention) and Executive Committee meeting (Mid-Year) on the National Convention proceedings.

ARTICLE IX

AUTHORITY OF THE NSVA DOFL’S EXECUTIVE COMMITTEE
B-9.01
The NSVA DOFL Executive Committee shall have the authority to enforce compliance by all NSVA DOFL Islands, members of Islands and NSVA DOFL officers with the NSVA DOFL’s Constitution, By-laws and Standing Rules, as well as any other rules and regulations as well as control all funds and expenditures of the NSVA DOFL, restricted only by Article X of the NSVA DOFL By-laws.

ARTICLE X

FINANCES AND ACCOUNTS
B-10.01
All expenses are accountable to the Executive Committee and the General Membership as per B-8.07.
B 8.07 The NSVA DOFL Treasurer shall:
1. Record and give receipts to the NSVA DOFL Secretary for all dues and payments received.
2. Pay all properly authorized bills and warrants against the NSVA DOFL. Properly authorized bills are funds authorized by the Executive Committee or Commander as per By-laws, Article X. 
3. Require two (2) of the three (3) authorized signatures for withdrawal or disbursement of funds. The authorized signatures are those of the NSVA DOFL Commander, NSVA DOFL Secretary and NSVA DOFL Treasurer. 
4. Report in writing the state of the finances of the NSVA DOFL at the General Membership Meeting and / or when required by the NSVA DOFL Executive Committee and in addition, assist the Budget Committee.
5. Re-file, at the proper time, the Corporation Annual Report with the Florida Secretary of State, and pay the required fee.
6. File (by the appropriate due time) the corporation’s annual report and the required fee with the Florida Secretary of State.

B-10.02
An annual drawing account of $200.00 shall be allocated to the Chairperson of the Membership/Publicity Committee for the purpose of recruiting new members, establishing new Islands and for the maintenance of the official NSVA DOFL Web site.

B-10.03
The host Island of the NSVA DOFL Convention shall supply a complimentary room for the NSVA DOFL Commander and Secretary for lodging of up to four (4) nights.

If complementary rooms are not available, the NSVA DOFL. Commander and Secretary shall be authorized to voucher the NSVA DOFL for reimbursement, with proper documentation, for lodging cost of up to four (4) nights of the NSVA DOFL and NSVA Conventions. In the absence of the Commander, the Vice Commander is authorized to assume the duties and be eligible for the stated reimbursement.

NSVA DOFL Commander and Secretary shall be authorized to voucher the NSVA DOFL for reimbursement for lodging cost of up to four (4) nights of the NSVA Convention. In the absence of the NSVA DoFL. Commander, the Vice Commander is authorized to assume the duties and be eligible for the stated reimbursement.

At the NSVA National Convention, the reimbursement shall include one hotel room for up to four (4) nights with proper documentation.

B-10.04
The NSVA DOFL Secretary shall be allotted an annual compensation of $1.50 dollars per member of the total Department membership each Fiscal Year.

B-10.05
All expenditures over five- hundred dollars ($ 500.00) must be approved by, NSVA DOFL Commander and Executive Committee.

B-10.06
The accounts of the NSVA DOFL shall be audited annually by an appointed Audit Committee consisting of three (3) members who are not serving in any elected or appointed office of the NSVA DOFL.
 The auditors shall report their findings in writing at the General Membership meeting ( DoFL. Convention) as called for in the agenda of the meeting.

ARTRICLE XI
APPOINTMENTS OF COMMITTEES
B-11.01
The Nominating Committee shall be the five (5) NSVA DOFL Past Commanders who have most recently held the office of NSVA DOFL Commander and are attending the meeting. If there are not five past Commander’s present the number needed may be changed by the NSVA DOFL Commander.

The committee has the duty to select nominees to fill the elected offices. Additional nominations can be made from the floor. 

  B-11.02
The NSVA DOFL Commander shall appoint committees and their Chairpersons, for the purpose of performing and administering delegated functions in connection with the affairs of the NSVA DOFL.

B-11.03
The Chairperson of each committee shall preside at all Committee Meetings to assist and supervise in the committee functions and give notice of all meetings and reports to the NSVA DOFL Secretary so that it will become part of the permanent records. The NSVA DOFL Commander shall be an ex-officio member of all committees and may appoint ex-officio members as deemed necessary.

ARTICLE XII 
AMENDMENTS
B-12.01
Amendments and changes to the By-laws may be made at any General Membership Meeting (DoFL. Convention) or at “Special Meetings” of the NSVA DOFL providing that at least forty-five (45) days prior to the meeting a notice of the proposed amendment(s) is provided to each member of the Executive Committee, to all Island Secretaries and to all others entitled thereto.
 Any amendment or change affecting the composition of the By-laws shall be effective only if adopted by a two-thirds (2/3) vote of the Executive Committee and Delegates who are present and voting at the DoFL. Convention. See By-Law, Resolution Time Table under Appendix D.

STANDING RULES
In these Standing Rules the Navy Seabee Veterans of America, Inc. shall herein after be referred to as NSVA, and the Navy Seabee Veterans of America, Department of Florida shall be referred to as NSVA DOFL.

SR- 1 ARTICLES OF INCORPORATION
SR-1.01
All Islands as affiliated units of NSVA DOFL are urged and advised to file Articles of Incorporation as a not-for-profit Veterans Organization with the Florida Secretary of State, under Chapter 617 of the current Florida Statues. A copy of said Articles of Incorporation shall be placed on file with the Secretary.


SR- 2 DISTRICTS
SR-2.01
The NSVA DOFL shall have jurisdiction over the territory of the entire state of Florida. This territory shall be divided into seven Districts as follows.

SR-2.02
Each District shall be represented by a District Vice-Commander who shall be chosen by the Islands he/she represents by a caucus of the Islands in the respective Districts, at the General Membership meeting. (DoFL. Convention).
 He/she shall report to the NSVA DOFL Vice-Commander. 
The duties shall coincide with the terms of office of the elected officers of the NSVA DOFL.

SR-3 AWARDS AND TROPHIES
SR-3.01
The NSVA DOFL shall award two plaques, when applicable, to recognize the annual recipients of the ‘Seabee of the Year Award’ and the ‘Recruiter of the Year Award.’

SR-3.02
The cost of the awards shall be borne by the NSVA DOFL and be included in the budget each year.

SR-3.03
Every year, when applicable, the Department will provide a plaque that shall be known as the 'Seabee of the Year Award'. It shall be awarded to the individual who has made greatest contribution to the Navy Seabee Veterans. 

SR-3.04
An annual award plaque shall be known as the “Department Membership Award”.
It shall be awarded to the Island that has achieved the greatest numerical increase as verified by the NSVA DOFL Secretary. 
The Island will then determine the individual who will receive the award.



SR-4 CONSTITUTION, BY LAWS & STANDING RULES
SR-4.01
From time to time the Constitution, By-laws and Standing Rules can be updated, amended and adopted in a General Membership meetings,(DOFL Convention) or “Special Meeting”. 
The changes may be reproduced in whole or part.
 Replacement sheets to reflect recent changes can be used to update existing copies that have previously been distributed or can be distributed electronically.

SR-5 CONVENTIONS 
 SR-5.01 NSVA, INC. DoFL. CONVENTION
The Department of Florida shall fund the total delegate fees for all allotted Island Delegates to the NSVA Inc. Convention whether or not any members from the NSVA DOFL Islands attend. The Department Delegates at the National Convention shall caucus and arrive at a consensus and cast a bloc vote according to the majority.

SR-5.02NSVA DOFL CONVENTION
The Time and Place Committee’s recommendations for all NSVA DOFL Conventions and the Mid-year Executive Committee meeting shall be with the approval of the NSVA DOFL Commander.
For Conventions, the host Island(s) shall levy a registration fee not to exceed fifteen dollars ($15.00). 

SR-5.03DoFL. SECRETARY; Responsibilities
The NSVA DOFL Secretary within ninety (90) days, but at least forty-five (45) days prior to the annual 
Convention and/or Mid Term meeting shall:

1.Inform the host Island(s) of the impending activities.
2.Furnish the host Island(s) a copy of the final agenda.
3.Notify the host Islands(s) of the requirements for the convention.
4.Inform all Island Secretaries of matters scheduled for consideration.
5.Remind all candidates they must be present to be elected.
6.Remind all Islands to instruct their delegates to vote.
7.Remind all officers to submit a written report on last year’s activities.
 8. Remind host Island(s) to schedule entertainment for Honeybees.
 9. Remind host Island(s) of the $15.00 limit for the registration fee.
10. Remind the host Island(s) that the Hospitality Room hours are 7:00 a.m. to 11:00 p.m.
  11. Remind the host Island(s) that Hospitality Room is to be closed during all scheduled meetings.
12. Remind host Island(s) that a Memorial Service must be planned in agreement between the Island(s) and the NSVA DOFL Chaplain.

SR-5.04CONVENTION CHAIRPERSON 

The Chairperson of the Convention Committee shall be appointed by the host Island(s) Commander(s) at least ninety (90) days prior to the Convention and he/she at least forty-five (45) days prior to the Convention shall:

  1.Report on a timely basis to the NSVA DOFL Commander on the plans in progress.
2.Inform all Islands of the activities planned and their cost.
3.Arrange for housing and insure disability and wheelchair facilities are adequate and available. Inform Islands of overnight costs".
4.Insure that eating facilities for each meal are available on the premises of each Convention and Mid¬term meeting.
5.Ascertain that adequate meeting and banquet space is available.
6.Appoint a Registrar to handle all reservations and tickets.
7.Appoint a Hospitality Room Committee and staff.
8.Ascertain that Hospitality Room facilities and supplies are adequate.
9.Ascertain that the location of all meeting rooms will be made clear to all members.
10.Set a Hospitality Room staff schedule.
11.Provide housing for NSVA DOFL Commander and Secretary.

Roberts “Rules of Order” will be followed in Parliamentary Procedures when not in conflict with the NSVA DOFL Constitution, By-laws and Standing Rules.

  SR-5 CONVENTIONS (continued)

SR-5.09RULES OF ORDER

1.Any active member of the NSVA DOFL in good standing wishing to speak on the subject under consideration only, shall rise, address the chair and state name and Island before making any remarks.

2.No one shall speak twice on the same motion, except when necessary to clarify something previously said. The total of five (5) continuous minutes of time shall be allocated to each speaker. Only if there is a unanimous consent or affirmative vote without debate is obtained to grant the speaker more time, the speaker may continue.

3.Speeches placing candidates in nomination shall be limited to two (2) minutes.

4.Only members of the NSVA DOFL Executive Committee and accredited Island Delegates who are registered and paid their Delegate fees shall have the right to vote.

5.Only individuals having the right to vote shall make motions, second motions or offer amendments and/or vote or cast ballots.

6. Delegate Alternates may act for qualified Delegates only if the qualified Delegate is absent from the floor.

7.All voting is under the ‘Unit Rule.’ Islands may ask for a reasonable time before voting. 
If the result of the caucus reveals a spilt vote instead of a Unit Vote, a poll of delegates involved shall be taken in open session and a record of their voting recorded in the minutes of the meeting.  

8. When an Island has paid the delegate fees for all three delegates but is represented by only one representative on the floor, he may cast all three votes by stating, 
“My Island has given me explicit instructions to vote all three votes for/against this motion.” When this occurs, the multiple votes shall be entered in the Minutes. On matters where the Delegate has not been given instructions he may only cast his or/her single vote.

SR-6 DELEGATE FEES AND PUBLICATION OF THE MINUTES

SR-6.01
The NSVA DOFL Secretary shall have the duty of preparing the Minutes of the NSVA DOFL Executive Committee meeting (Mid-Year) and the General Membership meeting, (DoFL., Convention), for publication, within thirty (30) days of the closing of the meetings.

He or/she shall reproduce them as inexpensively as practical and in a quantity sufficient to distribute a copy to all members of the Executive Committee, Island Secretaries and NSVA Commander. 

NSVA DOFL Secretary shall keep sufficient copies for the files.

 He/she shall mail them out within thirty days of the meetings. E-mail may be considered, however, a copy should be sent via USPS to any member of the Executive Committee who does not have an e-mail address. 

The cost of reproducing and mailing of the Minutes shall be borne by the Delegate Fees at the Convention. If this total amount is insufficient, the balance of the costs will be paid by the NSVA DOFL Treasurer. The cost of the Minutes of the Mid-tem Executive Committee Meeting shall be borne by the NSVA DOFL Treasurer.


SR-7 OFFICIAL PUBLICATION
SR-7.01

The NSVA DOFL Official publication shall be known as “The Scuttlebutt.” 
It shall be published as finances allow. 
It shall be governed by the provisions of the NSVA DOFL By-laws. 
The cost of publication shall be borne by the Department Treasury and donations. 
The Editor of the “Scuttlebutt” shall accept full responsibility for editing, printing and mailing this publication. 
E-mail should be used for distribution.

SR-7.02

The Island Members shall be privileged to submit articles of interest for publication. 
The “Scuttlebutt” shall be distributed to all Island members, NSVA DOFL Commander and NSVA DOFL Secretary, as well as any widows of Island members who indicate their desire to receive the newsletter. 
Their addresses shall be their obligation and responsibility.

SR-8 RITUALS AND PROCEDURES
SR-8.01
The Rituals and Procedure of the NSVA Inc. and of the NSVA DOFL shall apply and be used by all members of the NSVA DOFL. 
All Islands are charged with the responsibility of knowing the contents of the “Rituals and Procedures” manual.

SR-8.02NSVA DOFL MEMORIAL SERVICE

1.This service is held for the sole purpose of honoring our departed members and Honeybees and no extraneous matters shall be permitted or used.

2.Immediately following the current Convention, the Department Chaplain shall contact the host Island Chaplain requesting he contact the following: NSVA DOFL Color Guard, NSVA DOFL Bugler, the nearest ROTC organization any Veteran’s organization that may assist in the Memorial program.

3.The Color Guard shall officiate at placing the colors and a Bugler to play taps. If Buglers are not available, a tape recording may be substituted.

4.It adds much to the service if some local church or suitable group is contracted to obtain a pianist and choir leader, as their service would add greatly to the memorial service.
5.A Memorial Booklet shall be prepared giving the names and pertinent information on the deceased members and honeybees that are being honored. This booklet should contain a program of what is being offered (see below for suggested Agenda of Memorial Service).

6.The Host Island Commander shall coordinate the printing of the Agenda Service with the NSVA DOFL Secretary.


AGENDA OF MEMORIAL SERVICE

1.Call to Order by the NSVA DOFL Commander
2.The NSVA DOFL Commander orders the Color Guard to ‘Place the Colors’.
3. NSVA DOFL Commander turns the Memorial Service over to the NSVA DOFL Chaplain or designate.
4.NSVA DOFL Chaplain offers the Invocation.
5.Followed by the singing of the first and last verse of ‘America the Beautiful’.
6.Dedication remarks by the Chaplain.
7. If candles are used, Honeybees from the Host Island will read the names of the deceased and the candles will be lit.
8.When names have been read and the candles extinguished, Taps will be sounded.
9.First and last verses of the ‘Navy Seabee Hymn’ are sung.
10.The Chaplain announces the Memorial Service has been completed and turns the program over to the Department Commander.
11.The Commander orders the colors retired and closes the service.  

If available, Memorial Service may be supplemented with Bag Pipes playing ‘Amazing Grace’, and ‘Going Home’ at the appropriate time.

SR-8.03 PROCEDURES - UNIFORM CODE See new NavySVA Procedures Manual

Full uniform shall be worn by all Officers at all official meetings (See Appendix B, B-1 and C)

1.The shirt shall be white double pocket with pocket flaps.
2.An American flag patch shall be worn on the left sleeve with the top edge of the patch three 
inches (3”) below the shoulder seem and with the union field in the upper left corner.
3.The standard NSVA patch shall be worn on the right sleeve, with the top edge three & half inches (3-1/2") below the shoulder seam.
4.The collar devices shall read “SVA” on the right collar, and an X followed by the Seabees member Island on the left collar. The device shall be oriented so the base of the devices faces the point of the collar and the devices are approximately three-eighths of an inch (3/8") from the collar's edge to the nearest corner of the devices. The letters and numerals of the devices should be approximately one-half inch (1/2") in height.
5.The Bolo Tie shall be the standard NSVA clasp reading ‘U.S. NAVY’ across the top and ‘SEABEES’ across the bottom with the ‘Fighting Seabee’ with machine gun centered in the open laurel wreath. The clasp shall hold two ends of the neck cord, which may be maroon, blue or white and must have metal secure tips. The shirts may be worn with the top button either buttoned or unbuttoned and open at the throat. The blue cord designates Local Island, Maroon cord is for Department Officers and the White is for National Officers.
6.The name plate shall be one (1) inch high, by three (3) inches long of engraved plastic with one- quarter (1/4) inch high lettering in two (2) lines. The top line shall read the members name and the bottom line shall read the unit’s served and when on active duty. The presence of the Seabee Emblem stamped or engraved at the left end of the plate is optional. The Name Plate shall be worn on (1) inch clear above and centered over the right pocket of the shirt.
7.Florida State Flag Patch shall be worn on the shirt centered of the right pocket.
8.A patch of the Members Island shall be worn on the shirt centered on the left pocket.
9.The red curved Life Membership Patch may be worn one (1) inch clear above and centered over the left pocket.
10.If the member desires to wear Service Metals, they are to be worn between the left pocket flap and the Life Membership patch.
11.Shoes shall be of black leather.
12.The perimeter band of the cap shall be white for NSVA Officers, red for NSVA DOFL Offices and blue for Island Officers and members. The crown of all caps shall be white. The gold embroidered lettering shall be approximately one half (1/2) inch high. The lettering on the right front panel of the perimeter band shall be in two lines and shall read ‘X’ followed by the numerical designation of the Member’s Island for the top line. The bottom line shall read ‘S.V.A.’ or ‘N.S.V.A.’. The lettering on the left side of the perimeter band shall be in one line at the bottom edge and shall read with the member’s Island’s City and State. Any of the lettering, such as the member’s title is optional. The standard NSVA patch as approved by the NSVA shall be worn at the front end of the left side of the perimeter band. The curved red Life Membership patch may be worn to the rear of the right front panel of the perimeter band and as shall be fitted to the curve of the panel. Wearing of other patches, pins, etc., shall be optional.
13.Existing uniforms at variance with the above code may continue to be worn until discarded, but all new uniforms shall conform to the above code.
In 2013, July the NavySVA Procedures and Rituals Manuals were updated and should be referred to for proper Uniform requirements.
14.Upon joining the Island a new member shall be offered the opportunity to purchase the following items at their actual costs:
a.One complete set of insignia, collar devices, badges, etc., as necessary to make a shirt conform to the Standing Rules.

SR-8.04PROCEDURES of ISLANDS

All Islands shall require strict observance of the following rules:

1.All NSVA DOFL officers shall wear full uniforms to all official meetings.
2.Cap only may be worn to official functions other than meetings.
3.Checks drawn on any bank holding NSVA DOFL Island funds shall require two (2) of the three (3) authorized signatures. The authorized signatures of the NSVA DOFL are the Commander, Secretary and Treasurer. The authorized signatures of any Island shall be the Commander, Secretary and Treasurer.
4.All correspondence must be read to the Island membership at the next meeting following receipt.
5.Each Island shall keep on hand an ample supply of NSVA decals, badges, patches, ties, etc. in order to supply new members with their needs and facilitate publicity purposes.
6.Annual Members that have not paid their dues by January 1st. of the fiscal year shall be dropped from all Island and National Rosters as well as Newsletter mailing lists.

SR-8.05 PROCEDURES of PERSONAL ITEM SALES

Anyone wishing to sell any personal items at any Convention or Reunion must have the permission of the Chairperson of the Convention or Reunion.

SR-8.06 PROCEDURES – DECEASED ISLAND MEMBER

The Island Secretary, after the occurrence of the death of a member shall notify the NSVA DOFL Secretary using the Deceased Member Form.

SR-8.07PROCEDURES – RESOLUTIONS

Islands and individuals desiring to offer Resolutions for the NSVA DOFL to consider shall conform to the following rules for their proposed resolutions to be placed on the agenda.

1. All ‘numbered days’ shall be counted back from the Thursday meeting of the Executive Committee
Meeting ( Mid-Year) scheduled for the next Conventions Meeting.

2.All proposed Resolutions must be in the hands of the NSVA DOFL Secretary at least ninety (90)
numbered days prior to the next Convention. Proposed Resolutions received with less than ninety (90) numbered days shall be held over for the following Convention.

3.At ninety days (90) the NSVA DOFL Secretary shall give each proposed resolution an identifying
number composed of an alphabetical letter by a dash an the two digits indicating the year the resolution is to be presented to the General Membership meeting.

a.Each resolution will begin eighty-nine days before the General Meeting and end ninety numbered days prior to the next General Membership meeting(DoFL. Convention)
Example: 1. Resolutions received eighty nine (89) or less numbered days prior to the 1992 Convention meeting shall have the identifying number ending in “93” and resolution’s received 90 days or more days prior to the 1992 Convention meeting shall receive the identifying number ending in 92.

b.The alphabetical lettering will begin with the letter ‘A’ and other proposed resolutions will successively receive ‘B’, ‘C’, ‘D’, etc. Example: A-92, B-92, C-92, etc.

c.In order to have a resolution placed before the Mid-Year Executive Committee it must be in the hands of the NSVA DOFL Secretary at least seven (7) days prior to the meeting. See the By-Law and Resolution time table, under Appendix D.

4.Immediately upon completion of the numbering, the NSVA DOFL Secretary shall mail and or
e-mail copies of all the current year's proposed resolutions to each member of the NSVA DOFL Committee on the Resolutions as well as NSVA DOFL Commander and NSVA DOFL Vice- Commander.

5.The Resolutions Committee Chairperson shall on receipt of his copies review the proposed resolutions
and if necessary reword them to make them grammatical and in the proper form. The Chairperson shall at least seventy-five (75) numbered days to forward copies of any proposed resolutions to other members of the Committee and to Island or individual submitting them, in addition to the Department Commander and Vice-Commander.

6.If the Resolutions Committee Chairperson has not received any input from other committee members by
sixty (60) numbered days, the assumption will be that the reworded copy is satisfactory as it has been reworded by the NSVA DOFL Secretary who now shall assign it an identifying number, the same as the original, followed by a small ‘c’ to show it is a substitute for the committee. If the Island or individual submitting the proposed resolution objects to the wording, then both the original submission and the reworded copy are to be included in the proposals sent to the Islands by the NSVA DOFL Secretary forty-five (45) days prior to the Convention.

7. The Resolution Committee shall meet the evening prior to the Executive Committee(Mid-Year) meeting to determine their recommendations to the Executive Committee. Any Resolution Committee member who is unable to attend this meeting is urged to submit, in writing, their approval or disapproval of the various proposed resolutions that were received.

8.Wherever it states mail to NSVA DOFL members and or Committees and Officers the Secretary
can use e-mail when it is appropriate to do so.

SR-9 MEMORIAL SCHOLARSHIP
SR-9.01
The ‘Seabee Memorial Scholarship Association’ shall be recognized as an official NSVA DOFL project. All Island Members and others individuals, should be encouraged by their voluntary contributions and efforts to assist in this endeavor to promote this annual scholarship.

SR-9.02
To ascertain that the donations of all Island members of the NSVA DOFL are credited to the “Memorial Scholarship Association”, all checks written as donations, should be made payable to the NSVA, Inc., with the Seabees Memorial Scholarship Association (SMSA) per NSVA DOFL listed on the check's memo line, thus “SMSA per NSVA DOFL”, and mailed to the NSVA, Inc. Secretary. 
Acknowledgment of the donation will be made by the NSVA, Inc. and the SMSA.

SR-10.01 DESCRIPTION AND DUTIES OF NSVA DOFL STANDING COMMITTEES

1 AUDIT COMMITTEE

Shall consist of two members (2) from different Islands, when possible, who are not elected or appointed to another office by the NSVA DOFL. 
They shall meet annually prior to the Executive Committee meeting (Pre-Convention) and review all the financial reports of the various officers handling any NSVA DOFL money with attention being paid to checkbook balances and the bank statements along with the vouchers paid and transmittal of receipts to insure all are in proper order and signatures are in place. 
The Audit committee shall prepare a written report and when called on, give a report on these findings to the General Membership Meeting.(DoFL. Convention) 
This Committee shall have the assistance of the current Treasurer.

2 AWARDS COMMITTEE

Shall consist of as many members deemed necessary by the NSVA DOFL Commander, and shall review the letters
of recommendations that have been submitted for the individuals recommended for the ‘Seabee of the Year’ award, and make the final selection for the recipient of this award. Also, review the NSVA DOFL Secretaries' Annual Membership Reports to determine which Island is to receive the ‘Recruiter of the Year’ award. The Islands should give the Department Commander their choices for these awards in a sealed envelope so that these presentations can be made at the banquet on the last day of the Convention.

3 BUDGET COMMITTEE

Review the financial records submitted by the NSVA DOFL Treasurer and NSVA DOFL Secretary. From these records of receipts and expenditures from the previous year, project budgetary recommendations for the coming year. Prepare a report to be delivered to the General Membership meeting (DoFL., Convention) that shows the expected expenditures and the anticipated revenue to cover these expenses.

4 CONSTITUTION, BY-LAWS and STANDING RULES COMMITTEE
Shall meet periodically at the call of the Chairperson to review the recent changes in the Department’s Constitution, By-laws, Standing Rules and Appendixes to see that they are brought up to date by incorporating all Resolutions or Motions that have been adopted by the general membership at the General Membership meeting (DoFL. Convention). The Chairman shall report on the activities of this committee at each Executive Committee (Mid-Year) and General meeting (DoFL. Convention). Revised Constitution, By-laws, Standing Rules and Appendixes shall be produced when needed by the NSVA DOFL in whole, or part, by the NSVA DOFL Secretary on recommendation of this committee.

5 CREDENTIALS COMMITTEE
Shall meet before the Executive Committee meeting (Pre-Convention) at the Convention to receive from the NSVA DOFL Secretary the list of paid delegates. Shall verify and count the delegates that are members in good standing and have paid their delegate fees. Where Elected Delegates are not present, determine which alternates are to fill that vacancy.
The Islands should report their findings to the Convention, when asked by the Commander, the total number of qualified delegates, including both the paid delegates, alternates and the members of the Executive Committee that are eligible to vote at the General Meeting.

ARTICLE IX AUTHORITY OF THE NSVA DOFL’S EXECUTIVE COMMITTEE
B-9.01
The NSVA DOFL Executive Committee shall have the authority to enforce compliance by all NSVA DOFL Islands, members of Islands and NSVA DOFL officers with the NSVA DOFL’s Constitution, By-laws and Standing Rules, as well as any other rules and regulations as well as control all funds and expenditures of the NSVA DOFL, restricted only by Article X of the NSVA DOFL By-laws.

7 MEMBERSHIP COMMITTEE

Shall periodically contact each of the Islands within the Department of Florida to inquire what they are doing to attract new members and retain the current annual members and to assist them in furthering these activities. Prepare a report for the General Meeting (DoFL. Convention) of the NSVA DOFL Convention membership, showing new members, members lost and any significant trends in Department Membership.

8 NOMINATION COMMITTEE

Shall be composed of the five most recent past Commanders of the Department of Florida who are attending the Convention meetings. If there are not five (5) Past Commander’s present, the numbers needed can be changed by the NSVA DOFL Commander who will present to the Convention a slate of recommended candidates for Commander, Vice Commander, Secretary and Treasurer for a one-year term of office. Also, a National Committeeperson must be recommended to fill a two-year term for this office when appropriate. Prior to making the report, each person on the slate of nominations shall be contacted to see if he/she is willing to serve. The District Vice-Commanders are chosen by the Islands within their District for a one-year term of office. These recommendations shall be presented to the NSVA DOFL’s Secretary at the General Membership meeting (DoFL. Convention).

9 RESLOUTIONS COMMITTEE

The Chairperson shall review the Proposed Resolutions submitted to him by the NSVA DOFL Secretary and shall have seventy-five (75) days prior to the Convention to forward copies of the proposed Resolutions to members of his committee. The Committee Members must within sixty (60) days return their recommendations of the proposed resolutions to the Resolution’s Committee Chairman who then has forty-five (45) days to send the proposed resolutions to the NSVA DOFL Secretary. After which, the NSVA DOFL Secretary sends copies to members of the Executive Committee and the individual Islands. The Committee Chairman shall report the recommended Resolutions to the membership when called on by the NSVA DOFL Commander at both the Executive Committee meeting (Mid-Year) and the General meeting of the membership at the NSVA DOFL Convention, for a vote.

10 TIME AND PLACE COMMITTEE

Shall when possible, at least three (3) years in advance of the NSVA DOFL Convention, obtain commitments from Islands within the Department to host Conventions. The Chairperson, when called on at the General Meeting (DoFL. Convention) shall give his report. The report shall include the recommendations of the committee on which Island’s bids should be accepted and the dates involved. In the event that the committee cannot fulfill the duties above, the NSVA DOFL Commander shall assume the responsibility of hosting the Convention and the Executive Committee meeting (Mid-Year).

SR-11 AMENDMENTS TO THESE STANDING RULES

These Standing Rules may be adopted, suspended, or rescinded at any General Membership Meeting at a Convention without any previous notice or other notification to the Islands by a majority vote, with a quorum being present at the meeting and the vote.
